Mount Rushmore is located in the Black Hills of South Dakota. South Dakota is bisected by the Missouri River which divides the state into two halves known as the "West River" and the "East River". The southwestern portion of the state is the rise of the Black Hills. This is a group of low, pine-covered mountains. These Black Hills are also the location of Mt. Rushmore.

The panels include the text of the Declaration of Independence and the Constitution, biographies of the four presidents and Borglum, and the history of the United States. The chamber was created as the entranceway to a planned "Hall of Records".
